Currently budget is allocated equally to each employee in a learning group. But what is more likely is that a learning group has a learning budget allocated as a 'pool'. EG - a group of 10 people has $5000 allocated. One person may get $1000, another $750, etc, and some people get nothing. But next year, the allocation from the pool varies based on actual learning needs of the group members each year.
