When you are in the learning catalogue and just scrolling down, the page does not allow you to scroll all the way to the bottom and stops at a certain learning materials (in our case it's at learning materials beginning with H). If you wish to move onto the next page, then you have to scroll all the way back up to the top for the next page option. It would be useful if the next page option was also available at the bottom of the screen when you have scrolled down.
